The Digital Government Platform is the unified operating system built for the Government of the State of Morelos, Mexico, to run core government functions across multiple secretariats from a single, access-controlled environment.
Serving the Secretaría de Administración y Finanzas, the Jefatura de la Oficina de la Gubernatura, and the Agencia de Transformación Digital, the platform brings enterprise-grade visibility and accountability to a state government, without the cost or timeline of traditional custom software.
Built on Softr, the platform is Spanish-language, mobile-friendly, and gated by role-based permissions throughout, so every government team works from one source of truth instead of disconnected spreadsheets and Word documents. Within a consistent interface, it covers public-works oversight, IT asset management, social-program field operations, digital-transformation planning, and competition evaluation, each area sharing the same authentication, reporting, and audit foundations.
At the center is the public-works intelligence module (RDO – Registro de Obras), which tracks 509 projects totaling $9.18B pesos across 33 municipalities and 16+ government dependencies. Executive leadership gets a real-time dashboard, multi-dimensional filtering by municipality and department, an interactive map, and one-click PDF reporting, replacing a manual consolidation process that previously made cross-agency visibility nearly impossible and turning infrastructure spending into a transparent, decision-ready picture.
The platform extends well beyond reporting. Its field-operations module (Caravanas) lets program coordinators register beneficiaries and services per jornada, surfacing reports on 15,000+ beneficiaries and 150+ services delivered, with duplicate-detection logic that keeps records clean at scale. The IT asset module manages leased computer equipment under a three-tier permission model (Administrators, Data Entry, Auditors) with a complete activity log, while the digital-transformation module centralizes initiatives and training enrollment for the state's modernization agenda, and a dedicated evaluation module handled jury scoring for the 500+ entries in the 32nd National Drawing & Painting Competition.
Underpinning all of it, PDF generation, automated reporting, and Softr Workflows automations remove manual paperwork entirely, custody forms, official reports, and consolidated metrics are produced on demand with no server to maintain.
The outcome is a single auditable platform where multiple government teams operate with real-time visibility, stronger transparency, and data-driven decision-making across the state.
